Charter of the Working Class Revolution (WCR) Forums

Preamble

We, the members of the Working Class Revolution (WCR) Forums, propose to form a more perfect instrument for the working class. This instrument will form a dimension out of the means of communication and the means of organization, wherein the development of revolutionary ideas can take place, not just the commentary of such ideas. We pledge to ensure an equal partnership between Administration and Membership through democratic means. On these principles we do ordain and establish the following charter as the governing pretext for this instrument.


Section 1: The Democratic Infrastructure of the Working Class Revolution (WCR) Forums

1.) In lieu of the situation that has developed at other instruments, we feel that the only way we can ensure that there is an ability of the membership to live up to the 50-50 administration-membership partnership that this constitution guarantees is to establish the basis of the democratic infrastructure of the Working Class Revolution (WCR) Forums on consensus decision-making.

2.) The operation of the process of consensus would be as entails;

Discussion of the item: The item is discussed with the goal of identifying opinions and information on the topic at hand. The general direction of the group and potential proposals for action are often identified during the discussion. This will be done with the direction of the facilitator, which shall be a administrator.

Formation of a proposal: Based on the discussion, a formal decision proposal on the issue is presented to the group. This will be done by having the person who made the proposal make a post containing that proposal in the "Proposal and Proposal Modification" forum.

Call for consensus: The facilitator of the decision-making body calls for consensus on the proposal. Each member of the group usually must actively state their agreement with the proposal by making a post that confirms their support.

Identification and addressing of concerns: If consensus is not achieved, each dissenter must make a post that presents his or her concerns on the proposal, potentially starting another round of discussion to address or clarify the concern.

Modification of the proposal: The proposal is amended in an attempt to address the concerns of the decision-makers. The process then returns to the call for consensus and the cycle is repeated until a satisfactory decision is made.

3.) However, there will be times of difficulty when the process of consensus has to be suspended and replaced with direct voting by both Administration and Membership. We call this situation "Consensus-suspension".

The process of this emergency situation would be as entails;

Administration issues emergency: This would be the beginning of the process, as the Administration, in the emergency, will ask for all activity in the infrastructure that is built for consensus to be put on hold until the resolution of a certain, but crucial issue is completed by direct voting.

Emergency infrastructure activates: The Administration would put up a post for the participation of the entire population of the board, in the infrastructure built for these situations, on the basis of direct voting, which will solve the issue definitively..

Direct Voting and implementation: The vote takes place and the decision is implemented.


Section 2: On the Behavior of Administrators, Special Administrators, Moderators, Special Moderators, Super Moderators and Special Super Moderators in Relation to Complaint-based Threads
(PASSED BY A MAJORITY ON 21 AUGUST 2009.)

1.) If a complaint is levied against an Administrator, a Special Administrator, a Retired Administrator, a Moderator, a Special Moderator, a Super Moderator or a Special Super Moderator by any member of the Working Class Revolution (WCR) Forums, then, that moderator or administrator will be prohibited from closing the complaint thread against him or her. It only should be done by another moderator or administrator that is not affected by the complaint.

2.) Any thread on the aforementioned complaint must be kept open for a period of 10 days, as so to allow those members that have grievances to make those grievances public and as so promote the development of a rational solution to that complaint.

3.) If any of the members of the group or groups affected go against of the rules that are contained within this section, then, that person or those persons will be removed from the group or groups in question.


Section 3: On the Behavior of Administrators, Special Administrators, Moderators, Special Moderators, Super Moderators and Special Super Moderators in Relation to Actions against Members
(PASSED BY A MAJORITY ON 12 OCTOBER 2009.)

1.) If an action is taken against a member of the Working Class Revolution (WCR) Forums complaint by an Administrator, a Special Administrator, a Retired Administrator, then, from now on, the administrator in question must justify that action by making a post in the "Administrative Actions" sub-forum of the "Announcements" forum of the Working Class Revolution (WCR) Forums.

2.) If any of the members of the group or groups affected go against of the rules that are contained within this section, then, that person or those persons will be removed from the group or groups in question.
